$800,000 of Economic Stimulus Money Spent On African Genital-Washing Program

From the “you can’t make this stuff up” department, via CNS News (yes, I know it comes with a deliberately right-wing spin, but still!):

The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.

The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.

“NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications,” the grant abstract states. “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.”

Because AIDS researchers have been unsuccessful in convincing most adult African men to undergo circumcision, the UCLA study proposes to determine whether researchers can develop an after-sex genitalia-washing regimen that they can then convince uncircumcised African men to follow…

    I see no problems with the way this money was spent. It serves a very useful purpose: slowing the spread of HIV (which often leads to AIDS) in a country where it is epidemic.

    Uncut penises *do* require extra care when cleaning and training men to do it properly is a good thing.

      I guess if the funds were from the “Stop the Spread of Aids” warchest I might agree but since they came from the monstrous lie that is being advertised as “stimulous” funds – those intended to stimulate our economy and create jobs – I have to ask you what planet you are from? I wonder what part of the 2,000,000 bogus jobs this saved or created?!

      We have the worst unemployment in decades with no recovery in sight and you think its ok to spend 800 million dollars teaching african men how to wash their junk?!?!?! They refuse to use condoms or stay true to one women. The rate of rape among African women is outrageous. African men bounce from tent to tent screwing random women. Let them figure it out on their own or let the churchs and charitity groups help. This is not the role of the federal goverment.

    Why does it take 823K to teach anyone to wash their own dick? Was it expensive soap? Racial epithet aside; do they have really big dicks and it takes 6 bars a piece to wash one? Were they particularly difficult student’s who had problems with the course material and so needed to rinse and repeat? Did they have to show each of them individually? Were none of them capable of returning back to their people and saying “hey, check this shit out?”

    The study wasn’t even to teach them to wash their dicks. It was to see if they would implement a personal hygiene regimen in lieu of circumcision. What kind of ass backwards world is this when I can post trivial nonsense online that can be read by every twit in the world within 2 minutes but people are still unsure about the need to scrub the funk out their own junk?

    I want a grant to see if playing PS3, smoking weed and eating McDonalds will sufficiently decrease their sex drive to the point of complete apathy; there, no more AIDS. (Before any of you get up on your high horse; that was a shot at the ridiculous qualifications for federal funding not the people themselves.)

    Wow…The National Institute of Mental Health…doesn’t appear to have actually earned their name. Perhaps they should be given a stimulus package to study themselves…I’m sure they could find some mental illness to observe…presumably in their management.
