    or they can man up themselves and do it themselves and take account for their actions like they keep asking and protesting for down there. They shouldn’t have to bribe someone to do something for them no wonder this country is going down hill because people don’t want to do anything themselves.

    They could do that, but my plan gets the homeless off the streets during winter, causes an increased strain on the “system”, and keeps the operative active and out of custody as well as giving the commissioner a nice serving of what is essentially a food product.
