In mid-August, U.S. Air Force General Tom Masiello shook hands with UAF’s Brian Rogers and Bob McCoy, transferring the powerful upper-atmosphere research facility from the military to the university.
You may have heard of HAARP.
Nick Begich wrote a book about it. Jesse Ventura tried to bully his way past the Gakona gate during a TV episode of Conspiracy Theory. Muse recorded a live album, HAARP, at Wembley Stadium from a stage filled with antennas meant to resemble those standing on a gravel pad off the Tok Cutoff Road.
The science-fiction assertions of caribou walking backwards, human mind control and HAARP’s ability to change the weather have made researchers wince.

Can a facility that has inspired global conspiracy theories be designated a World Heritage Site? If so, that might be the only way to prevent the shutdown of the High Frequency Active Auroral Research Program (HAARP) in Alaska, which studies the ionosphere—or creates lethal hurricanes—depending on whom you talk to.
The HAARP installation, not unlike the Lawrence Livermore National Laboratory, is a peculiar hybrid of military and civilian science. It was conceived during the mid-1980s, but found itself without a clear mission by the time construction began in 1993 and the Cold War had ended. Jointly funded by the Air Force, Navy, DARPA and the University of Alaska, the $290 million facility’s principal instrument is an array of 180 crossed dipoles that are spaced over an area of about 30 acres.
Got a hankering to do a little weather modification? Wanna play the HAARP or Chemtrail your way across the clear blue sky? Feel free! According to researcher Jesse Reynolds, technical trials are at worst legally ambiguous and at best (for the would be geo-engineer) smiled upon by national governments.

To find out the legal status of such trials, Jesse Reynolds of Tilburg Law School in the Netherlands went through the fine print of 15 major environmental treaties, including the CBD, the LCP and the United Nations Framework Convention on Climate Change. He found that apart from the LCP’s ruling on dumping material into the sea, which is legally binding, the language of the other treaties actually permits field tests. The CBD statement, for example, merely “invites” governments to ensure no geoengineering activities take place, rather than making it a legal requirement to do so (Washington and Lee Journal of Energy, Climate, and the Environment, ssrn.com/=2326913).

The High Frequency Active Auroral Research Program (HAARP) — a subject of fascination for many hams and the target of conspiracy theorists and anti-government activists — has closed down. HAARP’s program manager, Dr. James Keeney, said that the sprawling 35-acre ionospheric research facility in remote Gakona, Alaska, has been shuttered since early May.
“Currently the site is abandoned,” he said. “It comes down to money. We don’t have any.” Keeney said no one is on site, access roads are blocked, buildings are chained and the power turned off. “Everything is in secure mode,” he said, adding that it will stay that way at least for another 4 to 6 weeks. In the meantime a new prime contractor will be coming on board to run the government owned-contractor operated (GOCO) facility.
Come on, we all know that if any presidential candidate geoengineered this hurricane via godlike secret technology, it was Mitt Romney. U.S. News & World Report writes:
A number of conspiracy theorists have decided President Barack Obama engineered the mega-storm to secure his re-election. InfoWars.com, TheIntelHub.com, and ConsfearacyNewz all posted stories over the last several days alleging that the The High Frequency Active Auroral Research Program, or HAARP, helped the president engineer Sandy.
HAARP, a research program managed by the U.S. Air Force and U.S. Navy, studies and conducts experiments relating to the ionosphere, or upper atmosphere. Conspiracy theorists have blamed HAARP for a number of natural events over the years, saying the government uses the Alaska-based program to manipulate the weather with the help of electromagnetic waves.
“Following the ‘perfect storm,'” wrote Infowars’ Kurt Nimmo, “the establishment media will naturally provide all the propaganda Obama needs to sweep the election on Tuesday, November 6, a week after the hurricane is projected to hit.”

Solar geoengineering, the goal of which is to offset the global warming caused by greenhouse gases, involves reflecting sunlight back into space. By increasing the concentrations of aerosols in the stratosphere or by creating low-altitude marine clouds, the as-yet hypothetical solar geoengineering projects would scatter incoming solar heat away from the Earth’s surface.
Critics of geoengineering have long warned that such a global intervention would have unequal effects around the world and could result in unforeseen consequences. They argue that the potential gains may not be worth the risk.
“Our research goes a step beyond the one-size-fits-all approach to explore how careful tailoring of solar geoengineering can reduce possible inequalities and risks,” says co-author David Keith, Gordon McKay Professor of Applied Physics at the Harvard School of Engineering and Applied Sciences (SEAS) and Professor of Public Policy at Harvard Kennedy School.
Could the recently strange weather be proof of weather warfare in action? Prof Michel Chossudovsky at Globalresearch.org states that weather modification has been practiced for at least 50 years by the United States and other countries.

Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use.
Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’. During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.
Hacker group Anonymous is facing increasing scrutiny from The Wall Street Journal, as well as the director of the National Security Agency, Keith Alexander. Via “people familiar with the gatherings,” the Journal accounts that Alexander, the U.S. Army general commanding CYBERCOM, has been attending private, high-level White House meetings warning about the potential for the hacker group Anonymous to bring about a “limited” power outage.
So writes the Journal,
“An attack on a network would be consistent with recent public claims and threats by the group. Last week, for instance, Anonymous announced a plan to shut down the Internet on March 31, which it calls Operation Global Blackout.”
And this description to a large extent agreed with the “we are legion” slogan-loving of Anonymous. Insofar that the activists lack a demonym – like “Anonymouses” – Journal reporter Siobhan Gorman projects onto the group a real sense of solidarity and pretense of inevitability to the group’s motivations, as if this were some clear cut culture war.… Read the rest
